Reuters: 3 of Russia's 6 largest diesel refineries now curbed or halted by drone strikes

Reuters reported that three of Russia's six largest diesel-producing refineries — Omsk, Kirishi, Taneco, Volgograd, NORSI and Perm together account for roughly half of national diesel output — are now either shut or running at a fraction of capacity after September's drone campaign. Kirishi (KINEF) remains completely offline (halted since Sept 2); Volgograd and NORSI are each running at about 25% of nameplate capacity; Taneco, struck overnight Sept 12-13, has damage still being assessed. Diesel output at the affected plants is running several times below normal, and combined diesel/gasoil exports have fallen to roughly 1.8 million tonnes a month, down from a typical 2.5-3.4 million tonnes. The IEA said a Russian refinery has been successfully hit on average once every three days over the first eight months of 2026, part of a campaign of at least 70 confirmed strikes on refineries since January that has pushed refining output to its lowest level in two decades.
