Leningrad Oblast caps fuel purchases at 30 liters as Kirishi refinery remains offline

Leningrad Oblast will introduce a uniform 30-liter (about 8-gallon) per-fill-up purchase cap at gas stations in the coming days, the regional government said, after oil companies proposed the limit amid the continued shutdown of the Kirishi (KINEF) refinery — the region's largest fuel supplier. Governor Alexander Drozdenko called the measure temporary, running through Oct 1, and said the top priority was 'preventing panic,' which fuels a surge in demand. He said about 20% of independent and small gas stations had stopped operating because they could not buy the volumes they needed on the commodities exchange. AI-92 gasoline supply is 'stabilizing,' Drozdenko said, but AI-95 remains tight, while the region has no diesel shortage. Emergency vehicles are exempt from the cap.
