Sudan's Army Chief Burhan Holds Unannounced Talks on National Dialogue Framework

Participants largely agreed on practical steps to create a climate conducive to dialogue, including ending media campaigns against political opponents. The talks come as the US-brokered Boulos plan — a 90-day humanitarian truce, phased RSF withdrawal, and civilian-led transition — remains stalled: the RSF has agreed to an unconditional truce but rejects withdrawal from North Darfur and North Kordofan positions it calls legitimate military gains, while the SAF insists any deal begin with full RSF withdrawal.
