Gaza Phase Two Stalled: Hamas Has Not Responded to Disarmament Proposal

As of April 2, 2026, Hamas has not formally responded to the Board of Peace disarmament framework presented in late March 2026. Mediators indicated Hamas is waiting to assess the outcome of the broader Iran-Israel conflict before committing to a response. The Palestinian National Committee for the Administration of Gaza (NCAG), which would manage the transition, has not yet entered Gaza. US diplomatic bandwidth continues to be consumed by the Iran-Israel war negotiations. The fundamental impasse remains: Hamas refuses to fully disarm without guaranteed Israeli withdrawal and Palestinian statehood progress; Israel refuses any withdrawal before full Hamas demilitarization. Board of Peace progress is effectively frozen.
