UN Command Says North Korean DMZ Fortification Work Not an Armistice Breach; Seoul Disagrees

The UN Command stated that North Korean engineering work inside the Demilitarized Zone — new fences, anti-tank berms, ditches, trenches, access roads, land clearing, and fresh minefields, in some spots less than 100 meters from the Military Demarcation Line — does not automatically violate the 1953 Korean Armistice Agreement as long as it stays north of the MDL and involves no heavy weapons. South Korea's Ministry of National Defense disputed the assessment, saying the fortifications 'effectively neutralize the DMZ's function as a buffer zone' and breach the armistice. The activity has intensified since Kim Jong-un's April 2024 declaration recasting inter-Korean relations as between 'two hostile states.'
