Analysts noted Kim increasingly presents himself as a transformative military-modernization leader — the man who completed the nuclear deterrent, built a blue-water navy, deployed troops abroad, and achieved a strategic partnership with Russia — rather than simply inheriting the Kim dynasty's revolutionary credentials. The AEI analysis also noted DPRK's revised constitution (confirmed May 6) and the Victory Day parade participation (May 9) as evidence of a deliberate DPRK repositioning from a defensive state isolated by sanctions to an active military partner in the Russia-led anti-Western order.
