The Palaung State Liberation Front/Ta'ang National Liberation Army (PSLF/TNLA) has rejected a Myanmar junta demand brokered at China-mediated talks in Kunming (May 12-13, 2026) that TNLA surrender four towns in northern Shan State: Namhkam, Namtu, Mongngawt, and Monglon — located 67 to 214 kilometers north and west of Lashio, captured from SAC control during and after Operation 1027 (October 2023). The junta, backed by Chinese diplomatic support, demanded TNLA cede the four towns as a precondition for political recognition of TNLA's governance in Ta'ang areas captured since 2023. TNLA rejected the demand, maintaining its position from the October 2025 China-brokered partial ceasefire under which TNLA had already yielded Momeik Township in Shan State and Mogok Township in Mandalay Region as concessions to Chinese pressure, while the junta separately recaptured Hsipaw, Kyaukme, and Nawnghkio townships. The failed Kunming talks reveal the limits of Chinese diplomatic coercion over TNLA: while China retains significant leverage over the traditionally China-aligned TNLA and MNDAA through border trade and historical relationships, TNLA's leadership views the Namhkam-Namtu corridor as a core strategic interest linked to Ta'ang ethnic governance and will not yield it even under Chinese pressure. The TNLA's April 15, 2026 political statement welcoming Min Aung Hlaing's government — which analysts attributed to Chinese pressure — thus has not translated into territorial concessions. The NUG and KIO have not commented publicly on the talks. China's position is complicated by its simultaneous diplomatic backing of the SAC (Wang Yi's April Naypyidaw visit) and its historical ties to TNLA/MNDAA, reflecting Beijing's ultimately self-interested strategic calculation around CMEC investments and border stability rather than principled mediation.
