Netherlands and Australia Formally Hold Russia Responsible
Following the JIT's May 24 briefing, the governments of the Netherlands and Australia jointly notify Russia that they hold it responsible under international law for the deployment of the Buk missile that shot down MH17. The declaration initiates a state responsibility process and creates the basis for potential civil litigation and inter-state proceedings at international bodies including the ECHR and ICAO.
