Congress Advances Constitutional Ban on Dual-National Presidents and Governors

The Chamber of Deputies' Constitutional Points Committee approved, 26–5, President Sheinbaum's constitutional reform barring dual nationals from the presidency, state governorships, or the Mexico City head of government, amending Articles 82, 116 and 122. Sheinbaum framed the measure as protecting Mexican sovereignty from foreign interference, citing fugitive former Tamaulipas governor Francisco García Cabeza de Vaca; billionaire Ricardo Salinas Pliego, who disclosed holding a second nationality, called it a bid to block a possible 2030 presidential run. Sent to the full Chamber for a floor vote, the amendment still requires two-thirds Senate approval and ratification by a majority of state legislatures.
