Sheinbaum Delivers Second Annual Government Report — Claims 51% Homicide Drop, Record H1 FDI

President Claudia Sheinbaum presented her Second Government Report (Segundo Informe de Gobierno) from the National Palace, a 1,342-page document across four chapters covering her first two years in office. On security, the report claimed a 51% drop in intentional homicides since she took office in October 2024, and a 54% decline in high-impact crimes (murder, robbery, kidnapping, extortion) versus 2018; it cited 63,000 arrests, 32,824 firearms and 519 tonnes of drugs seized. On the economy, it cited record first-half 2026 foreign direct investment near $35 billion, GDP growth of 1.4% quarter-on-quarter (1.9% year-on-year) in Q2, 60 million people employed with 86,765 net new jobs, unemployment at 2.7%, inflation continuing its downward trend at 3.12% in July, a 154% real-terms rise in the minimum wage since 2018, and 51.1 million international travelers in the first half of the year. On social policy, the report said welfare programs now reach more than 42 million Mexicans with over 1 trillion pesos disbursed via programs including Pensions for Older Adults, Youth Building the Future, and Women's Welfare. Sheinbaum maintained a 68% approval rating per El Financiero's polling. Independent analysts and local reporting from high-conflict states such as Sinaloa continued to question whether official homicide figures fully capture violence increasingly driven by disappearances, extortion, and localized cartel fighting rather than mass homicide.
