Protests Reach All 31 Provinces

Despite internet shutdowns and a heavy security presence, protests spread to all 31 Iranian provinces by the end of December 31. Telephone and mobile internet cuts were reported in major cities. International observers noted this was the fastest geographic spread of protest activity in Iran's modern history, surpassing both the 2019 and 2022 movements.
