Lorestan and Ilam provinces, predominantly Kurdish and Luri areas, experienced the most severe security force response. Witnesses reported indiscriminate gunfire in Kuhdasht, Khorramabad, and Ilam city. Communication blackouts made verifying casualty figures extremely difficult, but exile-based human rights groups documented at least 15 deaths in these two provinces alone.
