Senate Passes DHS Funding Bill Excluding ICE — House Immediately Rejects It

In the early hours of March 27, the Senate unanimously passed a bipartisan bill to fund most of DHS — including TSA, FEMA, and the Coast Guard — but deliberately excluded ICE and parts of Customs and Border Protection. Democrats had refused to vote for ICE funding without significant reforms to immigration enforcement tactics. The Senate bill was sent to the House, which rejected the deal outright in a 213–203 vote. Speaker Mike Johnson called it 'a joke.' The House then passed its own eight-week stopgap that fully funds all of DHS including ICE. Senate Minority Leader Chuck Schumer declared the House bill 'dead on arrival.' Both chambers then left Washington for a two-week recess, leaving the stalemate unresolved.
