DHS Shutdown Continues Into Day 41 as Senate Negotiations Remain Deadlocked
The partial DHS government shutdown extended into its 41st day on March 26, 2026, with Senate negotiations over funding remaining deadlocked. Democrats continued to demand ICE accountability measures including mandatory body cameras, identification requirements, judicial warrant standards, and restrictions on enforcement near sensitive locations. Republicans proposed restoring most DHS funding while keeping ICE's Enforcement and Removal Operations (ERO) largely intact using billions already authorized under the One Big Beautiful Bill Act. ICE had continued functioning through the shutdown using those emergency funds, while TSA workers remained unpaid and staffing shortages worsened.
