Secure Communities Formally Reinstated

DHS Secretary John Kelly issues implementing guidance reinstating the Secure Communities program that Obama had ended in 2014. The reinstatement effectively expands the fingerprint-sharing pipeline nationwide again, enabling ICE to lodge detainer requests on any individual booked into a local jail with any immigration violation.
