Obama Ends Secure Communities, Announces DAPA

President Obama announces executive actions ending the Secure Communities program and replacing it with the Priority Enforcement Program (PEP), which is intended to focus only on serious criminals. He also announces Deferred Action for Parents of Americans (DAPA), potentially shielding up to 4 million parents of U.S. citizens from deportation. Texas and 25 other states immediately sue to block DAPA.
