Homeland Security Act Signed
President Bush signs the Homeland Security Act of 2002, authorizing the creation of the Department of Homeland Security (DHS). The law merges 22 federal agencies, including the legacy Immigration and Naturalization Service (INS) and U.S. Customs Service, setting the stage for ICE's formation.
