Ahead of the GSF's formal April deployment, CNN and multiple analysts published assessments questioning whether the new force can break the cycle of failed international interventions in Haiti. Critics noted that the GSF's stronger mandate raises human rights risks in densely populated areas where gangs use civilians as human shields, and that it is unclear whether the force has a detailed code of conduct. Sovereignty concerns were also raised after a US-Dominican meeting on Haiti's security future excluded Haitian representatives.
