Haiti's Security Vacuum Deepens as MSS Ends and GSF Awaits Deployment

Following the withdrawal of 215 Kenyan police officers on March 17, 2026, Haiti entered a transitional security vacuum with the Multinational Security Support Mission (MSS) having effectively ended operations and the Gang Suppression Force (GSF) not yet formally deployed. The Royal Bahamas Defence Force had completed its MSS withdrawal on March 13. Kenya's Prime Cabinet Secretary Musalia Mudavadi stated the country had 'fulfilled its role under the mandate,' while Kenyan communications officer Jack Mbaka confirmed troop reductions were intended to enable a larger GSF contingent. The GSF's formal arrival, expected in early April 2026, was pending as gangs maintained control over 85–90% of Port-au-Prince. Chad was training 750 security force members in the United States for GSF deployment, among 18 contributing nations.
