UN Security Council Authorizes MSS Mission (Resolution 2699)
The UN Security Council adopted Resolution 2699 by 13–0, with China and Russia abstaining, authorizing a Multinational Security Support Mission in Haiti for an initial 12-month period. The resolution granted the MSS temporary executive policing authority including powers of detention and arrest. Kenya emerged as the lead nation after initially facing a domestic legal challenge. The target force size was 2,500 personnel.
