ICJ South Africa Genocide Case Advances: Israel Files Counter-Memorial; Multiple States Intervene
The International Court of Justice's genocide case (South Africa v. Israel, Case No. 192) advanced significantly in March–April 2026. Israel submitted its counter-memorial to the ICJ on March 13–14, 2026, responding to South Africa's application that Israeli conduct in Gaza violates the 1948 Genocide Convention. Multiple countries filed declarations of intervention in March 2026: the Netherlands, Iceland, Namibia, Hungary, the United States, and Fiji joined the case record. Oral hearings are expected in April–May 2027, with a final ICJ ruling possibly in late 2027 or early 2028. Meanwhile, the March 22, 2026 ICJ order directing Israel to ensure basic needs are met and support UNRWA operations remains unimplemented as Israel maintains its aid blockade. ICC arrest warrants issued in November 2024 for Prime Minister Netanyahu and former Defense Minister Gallant also remain outstanding, with multiple ICC member states expressing intent to enforce them.
