Fox Inaugurated — Promises Democratic Transformation

Vicente Fox is inaugurated as Mexico's 55th President at the Palacio Legislativo de San Lázaro. He arrives wearing boots and a large belt buckle, symbolizing his rancher-businessman identity. In his inaugural address Fox promises to reduce poverty by half in six years, achieve a peace deal in Chiapas within 15 minutes, and negotiate a comprehensive immigration deal with the United States within his first year.
