Ukraine Targets May 26 to Open First EU Accession Cluster — All Six Chapters Confirmed Ready

Ukrainian Foreign Minister Andrii Sybiha announced at the EU Foreign Affairs Council on May 12 that Ukraine aims to formally open Cluster 1 ('Fundamentals') of its EU accession negotiations on May 26. The European Commission confirmed all six thematic clusters are technically ready for opening. Cluster 1 — covering rule of law, judiciary independence, anti-corruption institutions, and fundamental rights — is the most demanding pillar of the accession process and typically determines the pace of all subsequent chapters. If May 26 is not achievable, June 16 (under the incoming Cypriot Council Presidency) is the fallback date, with the remaining five clusters targeted for opening in July 2026. Ukraine's momentum reflects both its ongoing reform drive despite the war and the political impetus created by the removal of Hungary's systematic vetoes under PM Magyar's new government.
