Provincial Authorities Ban C64's Sept 15 March in Lubumbashi, Kananga, Kisangani; Coalition Vows to Proceed
Local authorities in Lubumbashi (interim mayor Joyce Tunda, Sept 11), Kananga, Kisangani/Tshopo (governor Paulin Lendongolia, citing Ebola-related public-health restrictions) and Haut-Katanga banned the Coalition Article 64's Sept 15 march against Tshisekedi's constitutional referendum push. C64 rejected the bans as unconstitutional, invoking Article 26's freedom-of-assembly guarantee, and said it would march regardless in Kinshasa, Lubumbashi and other cities. Lubumbashi's military commander placed troops on alert, while the National Human Rights Commission (CNDH) urged the march proceed as democratic expression rather than confrontation.
