DRC and AFC/M23 Issue Joint Statement Agreeing Doha Process Roadmap

Representatives of the DRC government and AFC/M23, meeting Aug 17-21 in Switzerland with facilitation from Qatar, the United States, Togo (as African Union mediator), Switzerland and the African Union Commission, issued a joint statement on Aug 22 agreeing a roadmap of "sequenced steps and timelines for negotiations" to advance the Nov 2025 Doha Framework. The statement established mechanisms for reporting ceasefire violations, addressing implementation disputes, and deploying verification missions — the first of which (EJVM+) deployed to Minembwe two days later on Aug 24.
