UN Bonn Climate Talks (SB64) Conclude With Gridlock on Adaptation, Progress on Just Transition

The UNFCCC's June Climate Meetings (SB64) ran June 8-18, 2026 at the World Conference Center Bonn, drawing 9,206 registered participants including 4,198 party delegates. Two weeks of talks ended in gridlock on several fronts: parties failed to agree text on the Global Goal on Adaptation, could not resolve disputes over the Mitigation Work Programme (deferred to COP31 under 'rule 16' procedures), and clashed over Article 9.1 public climate finance provision. The one clear success was a decision confirming UNEP will continue hosting the Climate Technology Centre through 2027. Negotiators did advance a package of texts on a 'Belem-Antalya' just transition mechanism, intended for adoption at COP31 in Antalya, Turkiye in November 2026.
