Rettig Commission Established — Truth and Reconciliation Begins
President Aylwin creates the National Commission on Truth and Reconciliation, chaired by former senator Raúl Rettig. The commission is given nine months to document cases of death, forced disappearance, and torture resulting in death during the dictatorship. Its 1991 report identifies 2,279 victims of political violence and human rights violations. The report stops short of naming living perpetrators (to avoid obstruction) but provides comprehensive documentation of state terror.
