Congreso CDMX Mesa Directiva Admits 80% Legislative Backlog, Warns Delayed Development Plan Is Hurting the Economy

Jesús Sesma, outgoing president of the Congreso CDMX's Mesa Directiva and PVEM caucus coordinator, acknowledged that the legislature faces an 80% backlog: of 1,963 initiatives presented this term, only 409 (about 21%) have been approved. Sesma cautioned that the raw approval rate overstates impact, since many approved measures are not substantively transformative, and singled out the stalled Programa General de Desarrollo (PGD) and General Territorial Planning Program as delays that are 'braking the economy' of Mexico City by holding up long-term urban planning. He attributed the gridlock to competing interests, fear of public backlash, and electoral considerations, and said he would hand the incoming PAN-led Mesa Directiva a folder of pending matters. A day later, deputies further characterized the chamber's output as unsubstantial, with one lawmaker summarizing the session's lack of results.
