Senate Passes Judicial Reform 86–41 After Protesters Enter Chamber
Mexico's Senate approved the judicial reform with 86 votes in favor and 41 against on September 11, 2024, after a brief interruption by protesters who entered the chamber. Oaxaca ratified the reform the same day; by September 12 a majority of state legislatures had ratified it, completing the entire constitutional amendment process in under 48 hours. The US and Canadian ambassadors publicly criticized the reform as a threat to judicial independence and USMCA compliance. The UN Special Rapporteur on the Independence of Judges also expressed serious concern.
