WHO Warns AI Health Governance Gap 'Becoming Irreversible' as 37 Countries Meet in Lisbon

WHO Regional Director for Europe Dr. Hans Henri P. Kluge issued a statement on July 15, 2026, at a press conference in Lisbon alongside Portugal's and Brazil's health ministers, warning that the gap between AI deployment and AI governance in health systems is 'becoming irreversible.' WHO convened representatives from 37 countries across all six WHO regions for the Global WHO Conference on Shaping AI in Health. Key findings: only 8% of countries in the WHO European Region have a health-specific AI strategy, even though nearly two-thirds are already deploying AI in diagnostics and half have introduced AI-powered patient chatbots. Only 1 in 5 countries provide AI education for health professionals before they qualify, and only 1 in 4 offer workforce training after qualification; almost 40% of countries have no ethical guidance on AI in health at all. 'That gap — between deployment and governance — is the defining challenge of AI in health right now,' Kluge said, calling for every country deploying AI in health to adopt a strategy, liability standards, and workforce training, and for international cooperation rather than countries navigating the issue alone.
