Lloyd George Becomes British Prime Minister
David Lloyd George replaced Herbert Asquith as British Prime Minister following a political crisis over conduct of the war. Lloyd George was a dynamic war leader who created a small War Cabinet, established the Ministry of Munitions (which he had previously led), and introduced the convoy system to defeat the U-boat threat. He distrusted Haig and sought to limit offensive operations, but ultimately could not override the military command during the 1917 Passchendaele campaign.
