Germany Declares Submarine Blockade of Britain

Germany declared the waters around the British Isles a war zone in which all enemy merchant ships would be sunk without warning, and neutral ships risked attack. This was a direct challenge to Britain's naval supremacy and to international law on freedom of the seas. The policy led directly to incidents like the sinking of the Lusitania and ultimately drew the United States closer to war.
