Russian forces struck the city of Izium in Kharkiv Oblast with three guided aerial bombs around 04:05 on August 23, injuring two people and damaging roughly 20 houses — one bomb hit the northern part of the city while two further strikes hit the Verkhnie Selyshche neighborhood, sparking an outbuilding fire and damaging power lines and vehicles. Overnight into the same morning, a Russian jet-powered 'Shahed' loitering drone struck a residential area in Kharkiv city's Osnovianskyi district, injuring eight people — five women aged 23 to 74, two men, and a 15-year-old boy who suffered acute stress — and setting two houses and an outbuilding ablaze over roughly 250 square meters.
