EU Adopts 20th Russia Sanctions Package and €90B Ukraine Loan; Zelensky Demands Full Membership at Cyprus Summit
The EU formally adopted its 20th package of sanctions against Russia on April 23: 120 new individual/entity listings, 20 Russian banks hit with transaction bans, 46 more shadow fleet tankers sanctioned (bringing total to 632), and a sector-wide ban on Russian crypto platforms.
