Russia Declares Luhansk Oblast 'Liberated'; ~1,300 Losses; Fortress Belt Pressure Continues on Day 1,498
Russia's Defense Ministry formally declared on April 1–2 that its forces have 'completed the liberation' of Luhansk Oblast — Ukraine had controlled just ~0.2% of the region. Ukraine's General Staff reported approximately 64 combat clashes on April 2 (Day 1,498 of the full-scale invasion). Cumulative Russian military personnel losses reached approximately 1,300,030 since February 24, 2022 — with roughly 1,300 killed or wounded in the 24-hour period. Russian forces continued pressing the Fortress Belt (Sloviansk-Kostiantynivka axis in Donetsk Oblast), the Kupyansk direction in Kharkiv Oblast, and the Hulyaipole axis in Zaporizhzhia Oblast. ISW assessed that Pokrovsk (the critical western Donetsk logistics hub) fell to Russian control in January 2026, and Russian advance toward Kramatorsk and Sloviansk — Ukraine's remaining administrative anchors in Donetsk Oblast — continues to be the primary operational focus of Russia's spring offensive. Ukrainian air defenses remained active. 80% of Russian personnel detections and kills are attributed to Ukrainian UAV operators.
