The Pentagon's All-domain Anomaly Resolution Office issued a sole-source contract notice seeking a one-year subscription (with four optional one-year extensions) to the National UFO Historical Records Center (NUFOHRC), a New Mexico-based nonprofit founded by UAP historian David Marler that holds North America's largest private collection of UAP case files — including the complete archives of early civilian scientific UFO research groups and the personal files of Dr. J. Allen Hynek from Project Blue Book. The notice specifically targets pre-1990 material, citing AARO's congressional mandate (FY2023 NDAA) to review US government UAP involvement back to 1945. A War Department official said market research found 'no other organization possesses the historical depth, volume of unique records, and specialized analytical expertise to meet the government's minimum needs.'
