White House Honors First Sinaloa Cartel Narcoterrorism Convictions Under FTO Designation
At the 2026 National HIDTA Awards Ceremony on April 2, 2026, the White House Office of National Drug Control Policy (ONDCP) honored federal law enforcement for securing the nation's first narcoterrorism indictments against Sinaloa Cartel leaders under the cartel's designation as a Foreign Terrorist Organization (FTO) — a status imposed by the Trump administration in January 2025. Assistant US Attorney Joshua Mellor was recognized for pioneering the first-ever FTO narcoterrorism charges against Sinaloa Cartel leaders in US history, opening a new legal front against the organization. Separately, the Seattle-area HIDTA task force was honored for dismantling an East African gang distribution network linked to the Sinaloa Cartel, resulting in 146 arrests and the seizure of 900,000 fentanyl pills. The ceremony reflects the accelerating US enforcement posture against the Sinaloa Cartel across multiple legal and interdiction fronts, complementing the April 13 sentencing of co-founder El Mayo Zambada. The FTO designation allows US prosecutors to charge cartel members with terrorism offenses carrying life sentences in addition to traditional narco-trafficking charges.
