Day 609 — Three Electoral and Judicial Reform Decrees Published in Diario Oficial de la Federación
On June 2, 2026, three significant electoral and judicial reform decrees were published in the Diario Oficial de la Federación (DOF), taking legal effect June 3: (1) JUDICIAL ELECTION POSTPONEMENT: The next round of judicial elections for the remaining 2,681 judicial posts was formally postponed from 2027 to June 4, 2028, to avoid overlap with 18-state gubernatorial elections and allow improved candidate vetting. Morena framed this as improving Phase 2 quality; opposition parties including PAN described it as an admission that the June 2025 judicial elections — which produced 13% voter turnout — had failed. (2) 'LEY MONREAL': A new law sanctioning foreign interference as grounds for electoral nullity was enacted, named informally after Senate leader Ricardo Monreal. The law creates new criminal and electoral penalties for foreign nationals or foreign-funded entities that intervene in Mexican electoral processes. (3) INE COMMISSION: A new integrity verification commission was established within the National Electoral Institute (INE) to pre-screen candidates in judicial elections for backgrounds incompatible with serving as judges.
