President Sheinbaum announced at her April 10 mañanera that the 'Plan B' electoral reform had achieved full constitutional status after 20 state congresses — the required majority — ratified the amendment. The reform, which had passed the Senate and Chamber of Deputies earlier in the week, includes: prohibition of reelection and nepotism in electoral institutions; reduction of the number of legislators in state congresses; elimination of 'golden pensions' (executive compensation packages exceeding the presidential salary cap); salary reductions for INE councillors and electoral tribunal magistrates; and cap on local legislature budgets at 0.7% of each state's budget. Sheinbaum celebrated the outcome, declaring: 'The essence of Plan B has been approved — this is already a fact in the country.' The reform must be published in the Diario Oficial de la Federación (DOF) before taking effect. The reform's enactment by April 30 is required for it to apply to the 2027 midterm elections. Opposition parties PAN and Movimiento Ciudadano rejected the process, while PT and PVEM coalition allies had previously watered down Sheinbaum's original full constitutional electoral overhaul in November 2025 by withholding their votes.
