Sheinbaum Signs Universal Health System Decree: 87 Million Mexicans Can Access Any Public Facility
Sheinbaum signed the Sistema Universal de Salud presidential decree on April 8, eliminating institutional barriers that previously prevented Mexicans from receiving care at any of the three public health systems (IMSS, ISSSTE, IMSS-Bienestar) regardless of their formal affiliation. The measure covers approximately 87 million Mexicans dependent on public healthcare. Registration for adults over 85 was set to begin April 13–30. The reform was hailed as the most significant structural health governance change since the dissolution of Seguro Popular.
