Cabinet Reshuffle: de la Fuente Exits Foreign Ministry; Roberto Velasco Named New Canciller

Sheinbaum announced at her last pre-Semana Santa mañanera that Foreign Affairs Secretary Juan Ramón de la Fuente was leaving the cabinet citing health reasons following spinal surgery in late 2025. He was replaced by Roberto Velasco Álvarez, 38, who had served as Undersecretary for North America — making him one of the architects of Mexico's USMCA and tariff diplomacy. Velasco is closely associated with Economy Minister Marcelo Ebrard and had been Ebrard's spokesperson during Trump's first term. Velasco holds a law degree from Universidad Iberoamericana and a master's degree from the University of Chicago. His appointment required Senate ratification. The change consolidates Ebrard's influence over both trade and foreign policy. Separately, Sheinbaum announced Héctor Alonso Romero Gutiérrez as the new director of Mexico's National Customs Agency (ANAM), tasked with strengthening revenue collection and digitizing port and land customs operations.
