Security Reform Expands SSPC Powers Over Intelligence System

A year-end constitutional amendment expanded powers of the Secretariat of Security and Citizen Protection (SSPC), authorizing it to conduct criminal investigations and formally designating it as coordinating body of the National Intelligence System. The reform extended the militarized security model championed since 2022.
