Second shortage wave hits Orenburg, Lipetsk, Sochi

A fresh wave of shortages prompted Orenburg region to cap purchases at 30 liters of gasoline / 60 liters of diesel with an odd-even license-plate refueling system (effective Aug 12), Lipetsk region to adopt a 30-liter cap with the same odd-even system (effective Aug 13), and Sochi to reinstate purchase limits, with the city administration urging residents to avoid using personal vehicles. Deputy PM Novak convened an interagency coordination meeting on Aug 11.
