Mishustin signs Euro-3 gasoline decree as crisis hits 78 of 83 regions
PM Mikhail Mishustin signed a decree allowing refineries to produce lower-grade Euro-3 gasoline (up to 150 mg/kg sulfur, non-exportable) instead of Euro-5 through the end of 2026. The same day, Novaya Gazeta reported the crisis had reached at least 78 of Russia's 83 regions plus occupied territories, with 38 regions imposing sales restrictions and Penza, Irkutsk and Zabaykalsky declaring states of emergency.
