Executive creates a Presidential Strategic Secretariat, drawing power-concentration criticism

The Fujimori government officialized, via Supreme Decree No. 122-2026 from the Presidency of the Council of Ministers, the creation of a Secretaría Estratégica Presidencial that concentrates monitoring and coordination of the government's agenda directly under the presidency — proposing overall government policy, tracking executive priorities, demanding information from any ministry or public entity, advising on strategic communications, and coordinating presidential activities. Two companion bodies were created alongside it: a Comisión Consultiva para el Despacho Presidencial and an Oficina General de Difusión y Prensa. Political analysts Gerardo Távara and Martín Ueda criticized the move, warning that unlike ministers — who answer to Congress — the new secretariat lacks equivalent oversight mechanisms and represents a further concentration of decision-making power around the presidency, dubbed a 'minigabinete' by critics.
