Council of Ministers approves 66-item request for 120 days of legislative powers on security and the economy

President Keiko Fujimori's Council of Ministers, chaired from the Presidential Palace, approved a request to Congress for 120 calendar days of delegated legislative authority under Article 104 of the Constitution, to be filed with the bicameral Congress on August 28 as Bill No. 00098-2026-2031-CD. The request bundles 66 specific items across three axes: citizen security and organized crime (justified by the advance of transnational organized crime, extortion and contract killings — including proposals to classify criminal organizations as terrorist groups, modify the legal framework for Armed Forces intervention, and tighten mobile-device control inside prisons), economic reactivation, and El Niño emergency response. The request follows Fujimori's campaign pledge to give the military the lead role in security operations and sets up a monthslong standoff with the new Congress over how much of the package to approve.
