A day after the deadly clashes in Campo Verde, Peru's Energy and Mines Ministry (led by Guillermo Shinno) declared a one-year state of emergency in hydrocarbon supply activities in Ucayali, citing critically low fuel storage capacity in Pucallpa. The government also issued a Decree of Urgency allocating 105 million soles to subsidy mechanisms (META-Nacional and META-Lima/Callao), setting a 4-sol-per-gallon diesel subsidy and — for the first time — extending it to river-transport and motorcycle-taxi (mototaxi) operators, alongside a three-month extension of the transport fuel subsidy that had been due to expire July 28. Pucallpa's river transporters and the regional governor announced an end to the strike after the announcement, but the Frente de Defensa de Ucayali (FREDEU) rejected the deal as unilateral and vowed to continue protesting, while unions in Tacna, Loreto, Puno and Arequipa kept up smaller actions over the same fuel-price grievance.
