The certification came 35 days after voting — an extraordinary delay driven by ballot-delivery failures, ONPE director resignations, police raids, fraud allegations, and a JNE-mandated IT audit. The prolonged crisis marked yet another democratic stress test for Peru, where seven presidents had served in less than a decade.
