Mexico's National Human Rights Commission (CNDH), led by Rosario Piedra Ibarra, issued Recommendation 208VG/2026 on July 9, 2026 — an 860-plus-page document concluding there is no institutional responsibility or direct military participation in the September 26-27, 2014 disappearance of the 43 Ayotzinapa students in Iguala. The recommendation recognizes 92 victims of grave human rights violations, including forced disappearance, torture, and extrajudicial executions, and limits military responsibility to individual omissions by 20 soldiers already under criminal process. It found military presence in Iguala on the nights in question but concluded there was no 'counterinsurgency' plan or extermination strategy. Notably, the recommendation was not addressed to the Secretariat of National Defense (Sedena), unlike 22 other notified authorities — a point that drew sharp criticism. Isidoro Vicario, lawyer for the victims' families, rejected the recommendation as an attempt to exonerate the Army, and the document was also criticized for dismissing GIEI findings.
