IGAD Council of Ministers Renews Call for Unconditional Sudan Ceasefire

September 15, 2026 — The Intergovernmental Authority on Development's Council of Ministers, meeting in Djibouti for its 74th Extraordinary Session, issued a communiqué renewing its call for an immediate and unconditional cessation of hostilities in Sudan, urging all parties to protect civilians and civilian infrastructure and allow safe, unrestricted humanitarian access. The bloc cited nearly 19.5 million people facing crisis levels of hunger, roughly 825,000 children under five projected to suffer severe acute malnutrition in 2026, and about nine million people displaced by the war. IGAD called for a Sudanese-led political process and for coordinated diplomacy among the African Union, IGAD, the UN and the League of Arab States, warning that 'fragmented initiatives could not replace a coherent peace process' — a message that follows directly from the Quintet's first-ever joint Khartoum mission (Sep 8-10). The communiqué reaffirmed Sudan's sovereignty and territorial integrity as 'not negotiable,' but stopped short of announcing any new negotiating framework or date; no ceasefire is currently in force.
